An additional year must be in a related county or non-profit program delivering services to Title IV-E child welfare clients.įirst year and second year students must enroll in Child Welfare-designated sections of Social Work 741, Field Seminar.įAILURE TO MEET THE OBLIGATIONS OF THE PROGRAM PAYBACK REQUIREMENTS Students are responsible for payback of financial aid and any costs of collection under the following circumstances: One year must be in a county child welfare agency that serves Title IV-E children. Students must complete four semesters of field work over the two years in the MSW program. Students must attend mandatory trainings prior to the start of Fall and Spring semester and any other Title IV-E group meetings.Īll field placements must be approved by the Director of Field Education in consultation with the Principle Investigator and Project Coordinator. In addition, Title IV-E students are required to enroll in SW 701 (Child Welfare Policy section) and SW 843 (Social Work with Children and Families). All students must take specialized workshops or trainings on child welfare related issues. If a student withdraws from the Title IV-E program at any time during the two years of the MSW program, they are required to pay back all received stipend funds.
Students must complete the entire MSW Title IV-E Child Welfare Training Program and maintain good academic standing (3.0 GPA each semester). The academic objectives of this program are defined by the California Child Welfare Competencies produced by CalSWEC. Students unable to secure employment as specified by their contract may submit a petition to CalSWEC for additional employment search time.

Failure to do so will result in obligation to enter repayment for the full stipend amount plus any interest and fees. Students must meet contractual obligations regarding timely employment. The contract they have signed will specify applicable conditions and timelines. Students are expected to secure employment in a qualifying agency at a level appropriate for the degree received providing child welfare services in California. Students who are county employees on educational leave must return to work in their home county upon graduation and render one year of continuous and satisfactory full-time employment for each year of stipend award at a level appropriate to a new MSW. Students are expected to abide by the contract they have signed. The School of Social Work will assist students by providing information about job openings and application procedures.
The target population includes children and youth ages zero to 17, inclusive, who currently are in out-of-home placement or who are at risk of entering or re-entering foster care. Two counties have elected to opt out of the Project Butte County, effective July 1, 2017, and Lake County, effective October 1, 2017.
This flexibility enables the opportunity to reinvest resources into more cost efficient approaches that achieve better outcomes.Ĭalifornia’s Project began on July 1, 2007, with Alameda and Los Angeles counties and has continued under three-short term bridge extensions through September 30, 2014. On September 29, 2014, the federal government approved a five-year extension and expansion of the Project for Butte, Lake, Sacramento, San Diego, San Francisco, Santa Clara and Sonoma counties through September 30, 2019. The California Well-Being Project provides participating counties with the flexibility to invest existing resources more effectively in proven and innovative approaches that better ensure the safety of children and the success of families.
